The Council of Twelve was a ruling body that governed the Kingdom of Evenhold from 201 to 448 YA.

Formed in response to the growing chaos and violence arising from the War of Anharic Succession (the "War of the Twins"), the council formed as a secret alliance of powerful warriors and mages dedicated to ending the struggle between the two rival heirs. In early 201 they struck, capturing both armies' key leaders and supporters and toppling the warring claimants. Seizing control in Evenhold, the council banished both heirs and had their younger sister Kensha crowned as a figurehead.

Under the council's leadership the kingdom entered a period of stability, prosperity, and exploration which notably included the establishment of the Guild of Free Adventurers in 212.

The council began to weaken in the fifth century as members vied for greater power and control, and following a series of assassinations in 448 it dissolved, with council member Evron becoming monarch and ushering in the era of the Wizard-Kings.
